4.     Review Items Identified in the Three-Pronged Approach

·       Identify overlapping work plan items between Staff, Strategic Plan and Board

·       Identify any constraints or special resource needs (such as materials/capital items, staff, funds, regulatory, task force, etc.)

·       Prioritize by overlap and physical/fiscal ability

5.     Develop 2025 Consolidated Work Plan

·       Organize by the four Strategic Plan Guiding Principles

·       Flexibility to react to opportunities
